I think that driving the market abroad is a natural reaction when the market gets over-regulated. People complain about China quite a lot when it comes to global trade, but that's the free market for you. Whoever can provide the best cheapest service wins, I don't really care where my solar panels are manufactured, as long as they're effective and well designed.
